EU Deforestation Regulation (EUDR): does it apply to you?

The EU Deforestation Regulation bans placing products on the EU market, or exporting them, unless they are deforestation-free, legally produced and covered by a due diligence statement.
Products covered
Seven commodities, cattle, cocoa, coffee, oil palm, rubber, soya and wood, and the products made from them that are listed by customs code in Annex I: for example leather, chocolate, furniture, paper and tyres. A product not listed in Annex I is not covered, even if it contains one of the commodities.
What it requires
- deforestation-free: produced on land not deforested after 31 December 2020;
- produced legally under the law of the country of production;
- due diligence, including the geolocation of the plots where the commodity was produced, and a due diligence statement in the EU Information System before placing on the market or export.
Dates
After the amendment by Regulation (EU) 2025/2650: 30 December 2026 for large and medium operators and traders, 30 June 2027 for micro and small operators. The Commission said in May 2026 that it will not reopen the text, and has consulted on a draft change to the product list; until adopted, Annex I as it stands applies.
Exporters outside the EU
The duties fall on the operator placing the product on the EU market, usually the importer. Suppliers abroad are asked for the geolocation data and evidence of legality the importer needs.
